What Is the Cambodia Arrival Card?

The Cambodia Arrival Card, officially called the Cambodia e-Arrival Card or CeA, is a digital entry declaration for passengers arriving in Cambodia by air.

It replaces the former paper immigration, health, and customs declaration forms with one online submission. The system is operated by Cambodia’s General Department of Immigration and is available through the official Cambodia e-Arrival portal and the Cambodia e-Arrival mobile app.

The e-Arrival Card is not a visa. It only records your arrival and declaration information. Travelers who require a visa must obtain the correct visa separately. However, ordinary Philippine passport holders can enter Cambodia visa-free for short stays of up to 30 days.

Always use the official government website. Third-party websites may charge unnecessary processing fees for a form that is officially free.

Do Filipinos Need a Cambodia Visa?

Ordinary Philippine passport holders can visit Cambodia without a visa for up to 30 days. The Philippines is included in Cambodia’s official visa-exemption list. You can check the current policy through the Cambodian Ministry of Foreign Affairs visa-exemption page.

For a normal tourist trip of 30 days or less, Filipino travelers should not need to purchase a tourist e-Visa or Visa on Arrival.

A visa may still be required if you:

• Plan to stay longer than the visa-free period
• Intend to work, study, or conduct activities not covered by visa-free entry
• Hold a passport from another country
• Do not meet the conditions for visa-free entry

The e-Arrival Card remains required for air arrivals even when you are entering visa-free.

It is best to complete the form one to three days before departure. This gives you time to check your information and save the QR code before going to the airport.

If you forget to register, tablets may be available in the immigration area after arrival. However, completing the form at the airport may delay your immigration clearance.

How to Complete the Cambodia e-Arrival Card

Step 1: Open the Official Platform

Visit arrival.gov.kh or download the official Cambodia e-Arrival app published by the General Department of Immigration.

Choose the visitor option that matches your travel status. You may be able to continue without creating a permanent account.

Step 2: Upload Your Photo and Passport

Upload a clear portrait photo and an image of your passport information page.

Enter your details exactly as they appear on your passport:

• Surname
• Given name and middle name
• Passport number
• Nationality
• Date of birth
• Gender
• Passport issue date
• Passport expiry date
• Occupation

Do not use nicknames. Check every letter and number carefully, especially your passport number and expiry date.

Step 3: Confirm Your Visa Status

Filipino travelers using an ordinary Philippine passport for a visit of up to 30 days should select the option for visa exemption or visa-free entry shown on the form.

Do not select Visa on Arrival simply because you are arriving at the airport. Filipino tourists who qualify for the 30-day visa exemption normally do not need to purchase a Cambodian tourist visa.

If you hold another passport or are entering for work, study, or a longer stay, select the status that matches your actual visa.

Step 4: Enter Your Travel Details

Provide the requested journey information, including:

• Arrival date
• Planned departure date
• Port of entry
• Purpose of visit
• Flight number
• City you are traveling from
• Next destination after Cambodia

For connecting flights, enter the flight number of the aircraft that will land in Cambodia.

For example, if you travel from Manila to Singapore and then from Singapore to Phnom Penh, enter the Singapore to Phnom Penh flight number.

For Phnom Penh arrivals, choose Techo International Airport (KTI). It replaced the former Phnom Penh International Airport as the main gateway serving the capital. You can confirm the airport details through the official Techo International Airport website.

Other common arrival airports include:

• Techo International Airport (KTI) for Phnom Penh
• Siem Reap Angkor International Airport (SAI) for Siem Reap and Angkor Wat
• Sihanouk International Airport (KOS) for Sihanoukville

Always follow the airport shown on your current flight booking.

Step 5: Add Your Accommodation

Enter your first accommodation in Cambodia. Prepare the following:

• Hotel or accommodation name
• Full address
• Province or city
• Hotel contact number
• Type of accommodation

If you will stay at several hotels, use the property where you will spend your first night.

Step 6: Complete the Health and Customs Declarations

Answer every question truthfully. Declare any goods, cash, food, plants, animal products, medicines, or commercial items when required.

Providing false information may result in questioning, fines, confiscation, or other action by Cambodian authorities.

After submitting, the system will generate a QR code. Download it, take a screenshot, and keep it available offline. You may also print a copy.

Arrival Process at Cambodian Airports

1. Follow the Arrival Signs

After leaving the aircraft, follow the signs for international arrivals and immigration.

2. Proceed to Immigration

Filipino tourists entering under the 30-day visa exemption can normally go directly to immigration. There is no need to visit the Visa on Arrival counter unless an officer directs you there or you do not qualify for visa-free entry.

3. Present Your Documents

Prepare:

• Philippine passport
• Cambodia e-Arrival QR code
• Return or onward ticket
• Hotel booking, if requested

The officer will check your documents and confirm your permitted stay. Use an automated immigration gate only when airport staff confirms that you are eligible.

Before leaving the counter, check your entry stamp or electronic arrival record and confirm how long you are allowed to stay.

4. Collect Your Baggage

Check the airport screens for your flight number and assigned baggage carousel. Collect all checked luggage before proceeding to customs.

5. Clear Customs

Follow the customs signs and officer instructions.

Use the green channel when you have nothing to declare. Use the red channel or report to a customs officer when you are carrying restricted, dutiable, or declarable items.

Your baggage may still be scanned or inspected even when you use the green channel.

6. Enter the Arrivals Hall

After customs, you can continue to the public arrivals area for transport, SIM cards, ATMs, currency exchange, and hotel pick-up services.

Cambodia Customs Rules

Cambodian Customs allows reasonable personal belongings for travelers. According to the General Department of Customs and Excise, duty-free allowances include:

• Up to two liters of alcohol
• Up to 200 cigarettes
• Up to 50 cigars
• Up to 250 grams of tobacco
• Up to 350 milliliters of perfume and cosmetics

You should declare commercial goods, goods intended for resale, weapons, controlled substances, and restricted animal or plant products.

Cash Declaration Rule

Travelers carrying Cambodian or foreign currency equal to USD 10,000 or more must declare it to customs. The rule applies when entering or leaving Cambodia.
