Bali Arrival Card 2026: Requirements and Online Application
Planning a Bali trip from the Philippines? Complete the free All Indonesia arrival declaration within three days before entering Indonesia. It combines immigration, customs, health, and quarantine details into one form. This guide covers the requirements for Filipino travelers, how to complete the form, and what happens after landing at Bali’s Ngurah Rai International Airport.
What Is the Bali Arrival Card?
The Bali Arrival Card is the common name used by travelers for Indonesia’s official All Indonesia arrival declaration.
The system became mandatory at Bali’s Ngurah Rai International Airport on September 1, 2025. It combines several entry declarations into one online form, including:
- Immigration information
- Customs declaration
- Health declaration
- Animal, fish, and plant quarantine declaration
After submitting the form, you will receive a QR code to present when requested during your arrival.
The form is free. It is not a visa and does not replace the separate Bali Tourist Levy. Complete it only through the official All Indonesia portal.

Do Filipino Travelers Need the Bali Arrival Card?
Yes. Filipino travelers arriving in Bali from another country must complete the All Indonesia arrival declaration.
The requirement applies regardless of whether you are entering with:
- Visa-free entry
- An e-VOA or Visa on Arrival
- Another Indonesian visa
- A KITAS or KITAP residence permit
Indonesian citizens arriving from abroad must also use the system. Holding an Indonesian residence permit does not automatically exempt a passenger from the arrival declaration.
Passengers who remain inside the international transit area and do not pass through Indonesian immigration normally do not enter Indonesia. However, you must complete the form if you need to collect baggage, change airports, check in again, or pass through immigration.
Do Filipinos Need a Visa for Bali?
Ordinary Philippine passport holders can normally enter Indonesia visa-free for tourism for up to 30 days. Visa-free entry cannot be extended.
You generally need:
- A Philippine passport valid for at least six months from your arrival date
- A return or onward ticket
- Proof of accommodation
- A completed All Indonesia arrival declaration
If you want to stay longer than 30 days, you may apply for an eligible e-VOA or Visa on Arrival. A VOA normally allows an initial 30-day stay and may be extended once for another 30 days. Check your current options through the official Indonesian e-Visa website and Indonesian Immigration visa list.
Your permitted activities also depend on your visa or entry status. Visa-free tourist entry does not allow you to work in Indonesia.
Is Bali Entry Fully Digital?
Bali’s arrival process is highly digital, but you must still pass through physical border checks.

Bali Entry Requirements for Filipino Travelers
Prepare the following before your flight:

Immigration officers may ask about your accommodation, return flight, travel plans, or ability to support your stay.
Travel insurance is strongly recommended, but it is not normally a standard entry requirement for short tourist visits.
Bali Tourist Levy
The Bali Tourist Levy is separate from the All Indonesia arrival declaration.
Most foreign tourists visiting Bali must pay IDR 150,000 per person for each trip to Bali. Payment can be made through the official Love Bali website.
After payment, save the levy voucher or QR code on your phone. Certain visa and residence permit holders may qualify for an exemption, but regular Filipino tourists are generally required to pay.
Philippine eTravel Requirement
Filipino passengers departing from the Philippines must also register through the official Philippine eTravel portal within 72 hours before departure.
Philippine eTravel and All Indonesia are two separate systems:
- Philippine eTravel: Used for your departure from and return to the Philippines
- All Indonesia: Used for your arrival in Bali or another Indonesian destination
Both registrations are free.
When Should You Complete the Bali Arrival Card?
You can complete the All Indonesia declaration within three days before your arrival in Indonesia. It can also be completed after landing, but doing it at the airport may delay your arrival process.
The best time to submit it is one or two days before your flight. This gives you time to review the information and correct any mistakes.
Have these details ready:
- Passport information
- Arrival and departure dates
- Flight number
- Accommodation name and address
- Purpose of travel
- Details of the items in your baggage
How to Complete the Bali Arrival Card Online
Step 1: Open the Official Portal
Visit allindonesia.imigrasi.go.id. You can use the website on your phone or computer without downloading an app.
Select the option for foreign visitors and choose an individual or group submission, depending on how you are traveling.
Step 2: Enter Your Personal, Passport, and Visa Details
Enter your information exactly as shown in your passport:
- Full name
- Passport number
- Nationality
- Date of birth
- Gender
- Passport expiry date
- Arrival and departure dates
You will also be asked, “Do you already have a Visa or Stay Permit?”
- Select Yes if you already have an e-VOA, Indonesian visa, KITAS, KITAP, or another valid stay permit. Enter the visa or permit number.
- Select No if you are a Filipino tourist using Indonesia’s 30-day visa-free entry.
Check all passport and visa details carefully before continuing.
Step 3: Add Your Travel and Accommodation Details
Provide the requested transportation and accommodation information:
- Mode of transport
- Flight number
- Purpose of visit
- Port of arrival
- Hotel or accommodation address
If Bali is your first entry point in Indonesia, select I Gusti Ngurah Rai International Airport (DPS).
For a connecting journey, enter the flight number of the final flight that lands in Indonesia. For example, if you fly from Manila to Singapore and then Singapore to Bali, enter the Singapore-to-Bali flight number.
Enter the name and full address of your first accommodation in Bali. If you are staying with family or friends, use the complete address provided by your host.
Step 4: Complete the Health, Quarantine, and Customs Declarations
Answer every declaration truthfully based on your health, baggage, and the items you are bringing into Indonesia.
The declaration section may ask about:
- Current symptoms or recent health conditions
- Recent travel history
- Animals, fish, plants, seeds, fruit, meat, or related products
- Restricted or prohibited items
- Commercial goods
- Goods exceeding the duty-free allowance
- Excess alcohol or tobacco
- Large amounts of cash
- Electronic devices that require customs or IMEI registration
Some products may require inspection, permits, or supporting certificates. If you are unsure about an item, declare it and ask an officer upon arrival.
For passengers arriving by air or sea, the customs declaration is already included in All Indonesia. You do not need to complete the old separate electronic customs declaration.
Step 5: Submit the Form and Save Your QR Code
Review your passport, visa, flight, accommodation, and declaration details before submitting the form.
Once submitted, the system will generate a QR code. Take a screenshot, download the confirmation, and save a copy offline. If you submitted a group application, confirm that every traveler is listed correctly and arrives together.

I have been to this place many times since 2020, if I’m not mistaken. It's an amazing location, akin to visiting old friends in an unfamiliar setting, with excellent service from the hospitality staff. They understand your needs and largely provide what you desire. I felt as though I was being pampered by a butler in a premium hotel.
Marriott hotels offer a 24-hour gym, sauna/steam room, and room service. The rooms are beautifully designed, featuring comfortable beds and luxury pillows that are specially designed for relaxation.
The leisure activities within the hotel area are excellent, and the Harbour Bay ferry exit is just a 10-minute walk to the right, where you can discover some very affordable local food restaurants, such as Bay City Seafood. We particularly enjoyed the steamed black grouper and steamed silver pomfret. Just let the waitress know if you prefer less sauce to reduce the saltiness.
For personal care, there is a salon near the Swiss-Bel Hotel. I paid less than S$20, including tips, for an hour of foot reflexology or a body massage.
For breakfast, there is a variety of cooked foods, ice cream, yogurt, desserts, breads, cakes, salads, and more. We enjoyed the carrot and orange juice, and at the hotel, you can order any juice or drink you prefer. Next time I visit, I plan to order smoothies for my breakfast.

An Excellent Stay with a Perfect Location!
I had a wonderful stay at this hotel and was genuinely impressed with the overall experience. The location is one of its biggest advantages — BCS Mall, Grand Batam Mall, Alfamart, Indomaret, Fore Coffee, and plenty of local street food are all within walking distance. It’s incredibly convenient and makes exploring the surrounding area so easy.
The room was exceptionally clean, neat, well-organised, and smelled fresh and pleasant. Everything was well taken care of, which made the room very comfortable to return to after a long day. The only minor improvement I would suggest is some maintenance for the flooring and the bathroom door.
The breakfast was another highlight. There was a great variety of food to choose from, and the taste was genuinely good. There were plenty of options, so it was easy to find something enjoyable for breakfast.
The service was also excellent. Both the front desk and housekeeping teams were friendly, welcoming, helpful, and attentive throughout my stay. Their warm and professional service really made the experience even better.
Overall, this hotel offers an excellent combination of a fantastic location, cleanliness, good breakfast, and outstanding service. I truly enjoyed my stay and would definitely be happy to stay here again on my next visit to Batam.

The hotel is very close to Batam Central Marina, with a great location. It's located on the 32nd floor. Although it faces away from the marina and the sea, it offers panoramic views of Batam Central.
Check-in requires prior communication with the front desk or via WhatsApp using the phone number provided in your booking. A room key and room card will be provided. Early check-in needs to be arranged in advance.
The biggest problem is the water heater. Even after heating for a long time, exceeding an hour, hot water only comes out for about a minute. Customer service kindly suggested heating it longer, but it didn't help; it just wasn't working properly.
The overall cleanliness is acceptable, but the sofas are quite dirty. The hotel provides 5 bottles of mineral water, snacks, coffee, and tea. Toothbrushes, towels, tableware, a refrigerator, and kitchenware are also provided. The hotel's electrical outlets accept two-prong plugs.
It can accommodate a maximum of 4 people (two in bunk beds and two in a double bed). If there are 5 people, one person will have to sleep on the dirty sofa.
This hotel is considered one of the more upscale apartment hotels in Batam, Indonesia. Another problem is that at 3 a.m., someone downstairs was playing a very loud DJ set, and the whole ground was shaking. It was really annoying. The scent in the elevator also didn't quite agree with me; it seemed to be from an automatic air freshener that just wasn't to my liking. I also caught a faint whiff of cigarette smoke while walking down the corridor. On the positive side, breakfast was absolutely superb – truly the best buffet meal. My only real issue was the smell in the accommodation. The staff were friendly, and I highly recommend trying the breakfast buffet. They had a great selection of fruits and various other dishes. Unfortunately, my overall experience during this stay was quite disappointing, and I feel there is still a significant gap between the hotel’s standards and the actual guest experience.
First of all, the breakfast selection was quite limited. On the second day, the spring onions served at breakfast were already dry and wilted, giving the impression that they had been left overnight. They certainly did not look fresh, which was rather concerning in terms of food quality.
The cleanliness and maintenance of the room also need improvement. The glass windows were covered with obvious wiping marks, making them look dull and far from clean or bright. The bed sheets, duvet covers and bath towels also looked quite old and worn, with some appearing dark and discoloured. This made the room feel less clean and comfortable than expected.
The soundproofing was particularly poor. When the neighbouring room played music, the sound was so clear that it felt as though the music was playing inside our own room. This seriously affected our ability to rest.
The bathroom could also be more thoughtfully designed. The shower head was positioned too low and would be much more convenient if it were installed higher. Not every guest prefers using a bathtub, so providing a more practical and comfortable shower option would give guests greater choice.
I hope the hotel will focus not only on its appearance and marketing, but also on the basic details that directly affect the guest experience, especially cleanliness, bedding and towels, soundproofing, breakfast quality and room facilities. Based on this stay, there is definitely considerable room for improvement.FromUS$41

Though we booked e sea view bungalow wanting e unblock sea view , we were terrorized by its space & clustured phobic. Dun mention e amount of stairs down and up if u wanna go out fm ur room..Small & balcony & beyond to b seated. Thank god, the deluxe room was avail & we moved. (finally we can breathe & happy).

We had a wonderful honeymoon stay at Harmoni One Convention Hotel & Service Apartments. The room was spacious, clean, comfortable, and the bathtub was a lovely bonus. The honeymoon decoration with rose petals, balloons, and towel swans was beautifully arranged, and the hotel also kindly accommodated our request for the red sofa by the window. It made our stay even more special. The breakfast was delicious with plenty of choices, and all the facilities were clean and well maintained. We especially enjoyed the swimming pool and rooftop area, as well as the gym. We also tried the spa, and the massage was very relaxing and enjoyable. The staff were friendly, helpful, and professional throughout our stay. The location is also very convenient, especially being close to Batam Center Ferry Terminal and Mega Mall. Hotel also has a good central location, many attractions are within easy reach. Around walking distance from the hotel are Nagoya Hill mall, and an area between fave hotel, Thamrin Food Court and Astons Nagoya. That area has a good satay stall and many massage outlets. The location of the hotel was great, just a short 5 mins walk from the Habourbay Terminal. However, was rather disappointed by the service and facilities. (1) Room had a weird stale, musty smell when we first checked in to our room, but the smell eventually went away after 2-3h with aircon circulation. It was bearable but we could really use an air freshener. (2) We were not informed that the gym/pool had opening or closing times. There were also no signs indicating as such. When we tried to visit the gym at around 10pm, everything was already closed. (3) On the amenities, we had to make repeated checks receptionist that we can get a shaving razor and instant coffee. At first, the housekeeping didn't understand what we wanted. The first receptionist at the front desk simply just tried to waive us away by saying they are not available. It was only after we approached a second receptionist did they finally understood and brought it out for us. The shower gel also ran out after the first night and housekeeping did not refill it despite cleaning the room in the day. (4) The hotel spa, despite saying they were open for 24h and that a reservation was required, repeatedly told us to go to their counter at the 4th floor to check on availability. We went there and checked at least 6 times during our 3D2N stay and each time, we were told that there was no immediate availability but to come back at a later time instead. They also turned us away when we tried to make an advance booking. They could have saved time for everyone by just saying there was no availability and reservations were unavailable instead of asking us to come back every now and then. Overall, the service level was very disappointing for a 4-star hotel. There are better and cheaper hotel options around the Harbourbay area.FromUS$49

The location is fantastic. Everything within walking distance. The apartment was clean and spacious. Only issue we had was the bathroom bidet was leaking badly which meant that the bathroom floor was flooded. No towels had been put into the room. However housekeeping and maintenance service was efficient and very quick. Within minutes of our call to reception towels were provided and the bidet was replaced.
