Planning a Bali trip from the Philippines? Complete the free All Indonesia arrival declaration within three days before entering Indonesia. It combines immigration, customs, health, and quarantine details into one form. This guide covers the requirements for Filipino travelers, how to complete the form, and what happens after landing at Bali’s Ngurah Rai International Airport.
What Is the Bali Arrival Card?
The Bali Arrival Card is the common name used by travelers for Indonesia’s official All Indonesia arrival declaration.
The system became mandatory at Bali’s Ngurah Rai International Airport on September 1, 2025. It combines several entry declarations into one online form, including:
- Immigration information
- Customs declaration
- Health declaration
- Animal, fish, and plant quarantine declaration
After submitting the form, you will receive a QR code to present when requested during your arrival.
The form is free. It is not a visa and does not replace the separate Bali Tourist Levy. Complete it only through the official All Indonesia portal.

Do Filipino Travelers Need the Bali Arrival Card?
Yes. Filipino travelers arriving in Bali from another country must complete the All Indonesia arrival declaration.
The requirement applies regardless of whether you are entering with:
- Visa-free entry
- An e-VOA or Visa on Arrival
- Another Indonesian visa
- A KITAS or KITAP residence permit
Indonesian citizens arriving from abroad must also use the system. Holding an Indonesian residence permit does not automatically exempt a passenger from the arrival declaration.
Passengers who remain inside the international transit area and do not pass through Indonesian immigration normally do not enter Indonesia. However, you must complete the form if you need to collect baggage, change airports, check in again, or pass through immigration.
Do Filipinos Need a Visa for Bali?
Ordinary Philippine passport holders can normally enter Indonesia visa-free for tourism for up to 30 days. Visa-free entry cannot be extended.
You generally need:
- A Philippine passport valid for at least six months from your arrival date
- A return or onward ticket
- Proof of accommodation
- A completed All Indonesia arrival declaration
If you want to stay longer than 30 days, you may apply for an eligible e-VOA or Visa on Arrival. A VOA normally allows an initial 30-day stay and may be extended once for another 30 days. Check your current options through the official Indonesian e-Visa website and Indonesian Immigration visa list.
Your permitted activities also depend on your visa or entry status. Visa-free tourist entry does not allow you to work in Indonesia.
Is Bali Entry Fully Digital?
Bali’s arrival process is highly digital, but you must still pass through physical border checks.

Bali Entry Requirements for Filipino Travelers
Prepare the following before your flight:
- Philippine passport valid for at least six months

Immigration officers may ask about your accommodation, return flight, travel plans, or ability to support your stay.
Travel insurance is strongly recommended, but it is not normally a standard entry requirement for short tourist visits.
Bali Tourist Levy
The Bali Tourist Levy is separate from the All Indonesia arrival declaration.
Most foreign tourists visiting Bali must pay IDR 150,000 per person for each trip to Bali. Payment can be made through the official Love Bali website.
After payment, save the levy voucher or QR code on your phone. Certain visa and residence permit holders may qualify for an exemption, but regular Filipino tourists are generally required to pay.
Philippine eTravel Requirement
Filipino passengers departing from the Philippines must also register through the official Philippine eTravel portal within 72 hours before departure.
Philippine eTravel and All Indonesia are two separate systems:
- Philippine eTravel: Used for your departure from and return to the Philippines
- All Indonesia: Used for your arrival in Bali or another Indonesian destination
Both registrations are free.
When Should You Complete the Bali Arrival Card?
You can complete the All Indonesia declaration within three days before your arrival in Indonesia. It can also be completed after landing, but doing it at the airport may delay your arrival process.
The best time to submit it is one or two days before your flight. This gives you time to review the information and correct any mistakes.
Have these details ready:
- Passport information
- Arrival and departure dates
- Flight number
- Accommodation name and address
- Purpose of travel
- Details of the items in your baggage
How to Complete the Bali Arrival Card Online
Step 1: Open the Official Portal
Visit allindonesia.imigrasi.go.id. You can use the website on your phone or computer without downloading an app.
Select the option for foreign visitors and choose an individual or group submission, depending on how you are traveling.
Step 2: Enter Your Personal, Passport, and Visa Details
Enter your information exactly as shown in your passport:
- Full name
- Passport number
- Nationality
- Date of birth
- Gender
- Passport expiry date
- Arrival and departure dates
You will also be asked, “Do you already have a Visa or Stay Permit?”
- Select Yes if you already have an e-VOA, Indonesian visa, KITAS, KITAP, or another valid stay permit. Enter the visa or permit number.
- Select No if you are a Filipino tourist using Indonesia’s 30-day visa-free entry.
Check all passport and visa details carefully before continuing.
Step 3: Add Your Travel and Accommodation Details
Provide the requested transportation and accommodation information:
- Mode of transport
- Flight number
- Purpose of visit
- Port of arrival
- Hotel or accommodation address
If Bali is your first entry point in Indonesia, select I Gusti Ngurah Rai International Airport (DPS).
For a connecting journey, enter the flight number of the final flight that lands in Indonesia. For example, if you fly from Manila to Singapore and then Singapore to Bali, enter the Singapore-to-Bali flight number.
Enter the name and full address of your first accommodation in Bali. If you are staying with family or friends, use the complete address provided by your host.
Step 4: Complete the Health, Quarantine, and Customs Declarations
Answer every declaration truthfully based on your health, baggage, and the items you are bringing into Indonesia.
The declaration section may ask about:
- Current symptoms or recent health conditions
- Recent travel history
- Animals, fish, plants, seeds, fruit, meat, or related products
- Restricted or prohibited items
- Commercial goods
- Goods exceeding the duty-free allowance
- Excess alcohol or tobacco
- Large amounts of cash
- Electronic devices that require customs or IMEI registration
Some products may require inspection, permits, or supporting certificates. If you are unsure about an item, declare it and ask an officer upon arrival.
For passengers arriving by air or sea, the customs declaration is already included in All Indonesia. You do not need to complete the old separate electronic customs declaration.
Step 5: Submit the Form and Save Your QR Code
Review your passport, visa, flight, accommodation, and declaration details before submitting the form.
Once submitted, the system will generate a QR code. Take a screenshot, download the confirmation, and save a copy offline. If you submitted a group application, confirm that every traveler is listed correctly and arrives together.

Requested for a higher floor away from the bar but got a room on the 6th floor, just right above the bar on the 3rd floor. Rooms are not sound proof so we could hear the bar playing music till midnight plus we can hear sounds from the other room when walking in the corridor. On our last day we decided to have the hotel breakfast and the live meat grilling station started producing a lot of smoke, making the entire hotel lobby choked up with smoke due to poor ventilation. The pool is large, and the breakfast is abundant, making it a very family-friendly hotel. The staff are very welcoming, especially Nurul, who helped us a lot, and our children really liked her. We are very grateful for her warm service. We suggest the hotel maintain the table tennis and billiards facilities on the 10th floor. If you are looking for a place that is away from the noise you can consider this hotel, it’s not that far from Nagoya and Grand Batam mall with grab which cost about IDR60-75k depending on the choice of vehicle.
The room we got was worth the price paid for but I recommend for lake view as the one I chose was the view of the garden but what I see is the apartment just across our windows.
The room is well maintained and clean, nice and comfy bed and pillows.
Do take note that you hear music from morning till almost 10pm which was played from the open bar even I was on the 8th floor.
Those who are thinking of using the gym, there is only 1 treadmill and the rest of the electric equipments are not working but you can do your run outside as the area is a gated private residential.
Food for breakfast was provided with many options and my daughter and I was very happy with the varieties and I was surprised that they even have steamed sweet potatoes and tapioca which I have not seen in most places I’ve been, it was very thoughtful of them.
The staffs are very friendly and always ready when you need help and kudos to the restaurant team that serves breakfast, they are very attentive and fast and stayed calm even when the place was packed of people on the weekends .

The location will be very difficult to find food.
The rooms are very spacious like a football field.
But not soundproof.
Even if you book a non-smoking room, the smell will still creep in from outside.
Hot water and water availability as well as shower and toilet facilities are very complete and flow well and adjustment is easy. There is liquid soap and a toothbrush and a small amount of typical hotel toothpaste but no shampoo.
There are towels. Trash and tissue bins in the room are complete, both in the bathroom and at the table. The receptionists changed, some were friendly and cooperative, some were rude and arbitrary.
Overall the hotel is not clean even though it is not in the very dirty category. No cockroaches compared to other hotels in the area at the same price.
AC functions normally.
There is a room light that doesn't work but it doesn't disturb the whole room.
There are charging plugs in many spots, making activities very easy.
Local TV channels and the rest is news but not a smart TV

I had a mixed experience at this hotel. On the positive side, the hotel is generally clean and the front desk staff are exceptionally polite and helpful. The room itself was tidy and the bathroom was in good condition.
However, we stayed in Room 426 and had a very difficult time sleeping. The bed makes a lot of loud noise every time you turn over, which made it almost impossible to get a good night's rest. If you are looking for quality sleep, I would recommend requesting a different room.

Check-in requires prior communication with the front desk or via WhatsApp using the phone number provided in your booking. A room key and room card will be provided. Early check-in needs to be arranged in advance.
The biggest problem is the water heater. Even after heating for a long time, exceeding an hour, hot water only comes out for about a minute. Customer service kindly suggested heating it longer, but it didn't help; it just wasn't working properly.
The overall cleanliness is acceptable, but the sofas are quite dirty. The hotel provides 5 bottles of mineral water, snacks, coffee, and tea. Toothbrushes, towels, tableware, a refrigerator, and kitchenware are also provided. The hotel's electrical outlets accept two-prong plugs.
It can accommodate a maximum of 4 people (two in bunk beds and two in a double bed). If there are 5 people, one person will have to sleep on the dirty sofa.
This hotel is considered one of the more upscale apartment hotels in Batam, Indonesia. Another problem is that at 3 a.m., someone downstairs was playing a very loud DJ set, and the whole ground was shaking. It was really annoying. This was quite a large hotel. As I took the elevator from the lobby to my room, I noticed a peculiar smell in the hallway. The scent in the elevator also didn't quite agree with me; it seemed to be from an automatic air freshener that just wasn't to my liking. I also caught a faint whiff of cigarette smoke while walking down the corridor. On the positive side, breakfast was absolutely superb – truly the best buffet meal. My only real issue was the smell in the accommodation. The staff were friendly, and I highly recommend trying the breakfast buffet. They had a great selection of fruits and various other dishes. Location is great, but cleanliness of the apartment could be better. There is a lot of dust and it was dirty underneath the double bed, which was slightly evaluated and could have been cleaned easily. My wife has to sweep the floor when we first check in. Pillows could be more firm. Sink chocked up when frequently used , but it was a small matter as we are out of the house a lot . Host is very responsive and delivered water and toilet paper everyday when we request for it. Wifi was stable . Apartment was simple but good for a short getaway for families with kids.FromDKK 181

Though we booked e sea view bungalow wanting e unblock sea view , we were terrorized by its space & clustured phobic. Dun mention e amount of stairs down and up if u wanna go out fm ur room..Small & balcony & beyond to b seated. Thank god, the deluxe room was avail & we moved. (finally we can breathe & happy).

Cleanliness: The room, including the bathroom, was very clean. Staff cleaned the room daily.
Environment: The room was filled with a scent, which I personally didn't care for. The room faced the street and was extremely noisy. On the first night, I had a splitting headache and had to buy painkillers from across the street just to get some sleep. Light sleepers might find this quite challenging.

Great experience in this hotel, although slide uncomfortable experience with the arrangement of the rooms, as I requested 4 non-smoking room but got smoking rooms instead. However, front desk was able to squeeze in 1 nonsmoking room for us, which was still bearable. One of our family members had her birthday on the 2nd day of the stay, so the staff was able to light decorate the room, and have a special arrangement for breakfast. Got two rooms with connecting doors.
However, one of the air-con room wasn't working.
The temperature was warmer than the main lobby outside.
Called the service counter to arrange for maintenence.
The service was prompt but it didnt solve the problem. There was The temperature only got colder on the second night. The hotel floor was also run down, see picture as reference. Making it unworthy of the rating as mentioned. Could consider an upgrade to improve the living conditions of tourist.
