What Is the Bali Arrival Card?

The Bali Arrival Card is the common name used by travelers for Indonesia’s official All Indonesia arrival declaration.

The system became mandatory at Bali’s Ngurah Rai International Airport on September 1, 2025. It combines several entry declarations into one online form, including:

• Immigration information
• Customs declaration
• Health declaration
• Animal, fish, and plant quarantine declaration

After submitting the form, you will receive a QR code to present when requested during your arrival.

The form is free. It is not a visa and does not replace the separate Bali Tourist Levy. Complete it only through the official All Indonesia portal.

Do Filipino Travelers Need the Bali Arrival Card?

Yes. Filipino travelers arriving in Bali from another country must complete the All Indonesia arrival declaration.

The requirement applies regardless of whether you are entering with:

• Visa-free entry
• An e-VOA or Visa on Arrival
• Another Indonesian visa
• A KITAS or KITAP residence permit

Indonesian citizens arriving from abroad must also use the system. Holding an Indonesian residence permit does not automatically exempt a passenger from the arrival declaration.

Passengers who remain inside the international transit area and do not pass through Indonesian immigration normally do not enter Indonesia. However, you must complete the form if you need to collect baggage, change airports, check in again, or pass through immigration.

Do Filipinos Need a Visa for Bali?

Ordinary Philippine passport holders can normally enter Indonesia visa-free for tourism for up to 30 days. Visa-free entry cannot be extended.

You generally need:

• A Philippine passport valid for at least six months from your arrival date
• A return or onward ticket
• Proof of accommodation
• A completed All Indonesia arrival declaration

If you want to stay longer than 30 days, you may apply for an eligible e-VOA or Visa on Arrival. A VOA normally allows an initial 30-day stay and may be extended once for another 30 days. Check your current options through the official Indonesian e-Visa website and Indonesian Immigration visa list.

Your permitted activities also depend on your visa or entry status. Visa-free tourist entry does not allow you to work in Indonesia.

Is Bali Entry Fully Digital?

Bali’s arrival process is highly digital, but you must still pass through physical border checks.

Bali Entry Requirements for Filipino Travelers

Bali Tourist Levy

The Bali Tourist Levy is separate from the All Indonesia arrival declaration.

Most foreign tourists visiting Bali must pay IDR 150,000 per person for each trip to Bali. Payment can be made through the official Love Bali website.

After payment, save the levy voucher or QR code on your phone. Certain visa and residence permit holders may qualify for an exemption, but regular Filipino tourists are generally required to pay.

Philippine eTravel Requirement

Filipino passengers departing from the Philippines must also register through the official Philippine eTravel portal within 72 hours before departure.

Philippine eTravel and All Indonesia are two separate systems:

• Philippine eTravel: Used for your departure from and return to the Philippines
• All Indonesia: Used for your arrival in Bali or another Indonesian destination

Both registrations are free.

When Should You Complete the Bali Arrival Card?

You can complete the All Indonesia declaration within three days before your arrival in Indonesia. It can also be completed after landing, but doing it at the airport may delay your arrival process.

The best time to submit it is one or two days before your flight. This gives you time to review the information and correct any mistakes.

How to Complete the Bali Arrival Card Online

Step 1: Open the Official Portal

Visit allindonesia.imigrasi.go.id. You can use the website on your phone or computer without downloading an app.

Select the option for foreign visitors and choose an individual or group submission, depending on how you are traveling.

Step 2: Enter Your Personal, Passport, and Visa Details

Enter your information exactly as shown in your passport:

• Full name
• Passport number
• Nationality
• Date of birth
• Gender
• Passport expiry date
• Arrival and departure dates

You will also be asked, “Do you already have a Visa or Stay Permit?”

• Select Yes if you already have an e-VOA, Indonesian visa, KITAS, KITAP, or another valid stay permit. Enter the visa or permit number.
• Select No if you are a Filipino tourist using Indonesia’s 30-day visa-free entry.

Check all passport and visa details carefully before continuing.

Step 3: Add Your Travel and Accommodation Details

Provide the requested transportation and accommodation information:

• Mode of transport
• Flight number
• Purpose of visit
• Port of arrival
• Hotel or accommodation address

If Bali is your first entry point in Indonesia, select I Gusti Ngurah Rai International Airport (DPS).

For a connecting journey, enter the flight number of the final flight that lands in Indonesia. For example, if you fly from Manila to Singapore and then Singapore to Bali, enter the Singapore-to-Bali flight number.

Enter the name and full address of your first accommodation in Bali. If you are staying with family or friends, use the complete address provided by your host.

Step 4: Complete the Health, Quarantine, and Customs Declarations

Answer every declaration truthfully based on your health, baggage, and the items you are bringing into Indonesia.

The declaration section may ask about:

• Current symptoms or recent health conditions
• Recent travel history
• Animals, fish, plants, seeds, fruit, meat, or related products
• Restricted or prohibited items
• Commercial goods
• Goods exceeding the duty-free allowance
• Excess alcohol or tobacco
• Large amounts of cash
• Electronic devices that require customs or IMEI registration

Some products may require inspection, permits, or supporting certificates. If you are unsure about an item, declare it and ask an officer upon arrival.

For passengers arriving by air or sea, the customs declaration is already included in All Indonesia. You do not need to complete the old separate electronic customs declaration.

Step 5: Submit the Form and Save Your QR Code

Review your passport, visa, flight, accommodation, and declaration details before submitting the form.

Once submitted, the system will generate a QR code. Take a screenshot, download the confirmation, and save a copy offline. If you submitted a group application, confirm that every traveler is listed correctly and arrives together.

Bali Airport Arrival Process at DPS

1. Follow the International Arrivals Signs

After leaving the aircraft, follow the signs for International Arrivals and Immigration.

Keep your passport, All Indonesia QR code, hotel booking, return ticket, and other travel documents ready.

2. Visit the VOA Counter Only If Needed

Filipino tourists using the 30-day visa-free entry can normally proceed directly to immigration.

If you need a Visa on Arrival and have not obtained an e-VOA, go to the VOA counter before immigration. Follow the displayed payment instructions and official exchange rates.

Travelers with an approved e-VOA can usually proceed directly to immigration.

3. Clear Indonesian Immigration

Use an immigration autogate if your passport and entry status are eligible. Otherwise, proceed to a staffed counter.

The immigration officer may check:

• Purpose and length of stay

Travelers using an autogate may receive an electronic immigration record instead of a physical passport stamp.

After clearance, you will enter the public arrivals area. Here you can find:
