The Hokkiji 法亀寺

Cherry blossom season (only) is the best. Many people visit during the Golden Week season to celebrate the best time to view the cherry blossoms, but there are plenty of parking lots available, from nearby areas to areas where you can enjoy a short walk, so it won't be crowded and you won't be able to get in. Personally, I like the weeping cherry blossoms illuminated at night better than during the day. I think if there were a few more food stalls, you would be able to enjoy the view while eating and drinking,
