The manager is a talker! He doesn't care about you as long as he got paid. I told him water is cold! He replied: Yeah, maybe someone used a lot of water and now is cold. What can I do! I told him My food got stolen from the fridge! he replied: yeah, it happens, you can steal other people's food! it's just food, not a big deal!
