Purchase 500 yen ticket through a vending machine, and proceed to a reception desk. A staff will hand you a card key and a key holder. At a locker room, the card need to be inserted to a slot within the locker to free the key. If you like to avoid crowd, you may consider to hit the pool after 21:00. I personally like to go there late to wrap up my day.
