You don't need to wait until the 16:00 meeting time - you can go in the morning. The base operates daily from approximately 11:00-17:00, but flight availability depends on wind conditions. You may contact customer support after 11:00 to inquire about base operations before heading out to avoid unnecessary trips. Once confirmed open, present your reservation at the site to check in, get a number and queue. Flights typically occur between 12:00-17:00 - arriving early allows you to fly immediately when winds permit. If you no longer wish to fly or conditions prevent flying after getting your number, return the tag to the base to apply for an online refund.
