The former site of the French Consulate in Guangzhou Bay is located in the courtyard of the Potou Town People's Government, commonly known as the "Foreigner Building", and was built in the 28th year of the Guangxu period of the Qing Dynasty (1902). It was built by the French colonists who forcibly leased Guangzhou Bay. In 1900, French colonists established the administrative capital of Guangzhou Bay in Mashai. In 1902, the French administrative capital of Guangzhou Bay was forced to move to Potou Weir, where office buildings (consulate buildings) were built on the east side of the weir, and several bungalows were built on the southwest side as the garrison and hospital. In the first year of the Republic of China (1912), the French colonists, fearing the resistance of the people of Potou, moved the administrative capital (the General Consulate) to "Xiyin" (now Haibin 1st Road, Xiashan). The consulate building faces east and west, with a two-story concrete structure and a total construction area of 512.66 square meters. It is shaped like the English letter Z. The main building in the middle is the main building, and the two connected auxiliary buildings are built on the southeast corner and northwest corner of the main building. The main building is 16.5 meters deep and 13.8 meters wide. The auxiliary building is 6.85 meters deep and 5.9 meters wide. The rooms in the building are set up in a peculiar way, and the walls are equipped with gun eyes (shooting holes) in multiple directions. There are two small arched staircases on each side, and there are European-style railings on the second and third floors. The interior is spacious, with fireplaces and decorative doors and windows. It has a distinctive modern Western architectural style and is a testament to the hundred-year history of Guangzhou Bay-Zhanjiang City. It is an important cultural relic for modern history education and patriotic education. It is a cultural relic protection unit in Guangdong Province.
