As the head of the Taman Sari development project, Tumenggung Mangundipuro was appointed. All development costs were borne by the Regent of Madiun, Tumenggung Prawirosentiko, and all his people. Therefore the Madiun area is exempt from tax collection. In the midst of construction the project leadership was taken over by Prince Notokusumo, after Mangundipuro resigned. Although officially a royal garden, some of the existing buildings indicate that Taman Sari served as the last bastion of defense if the palace was attacked by the enemy. The monument consists of six square -shaped terraces on which there are three circular courtyards, on the walls are decorated with 2,672 relief panels and originally there are 504 Buddha statues. Borobudur has the most complete and largest collection of Buddhist reliefs in the world. this building, surrounded by three circular rows of 72 perforated stupas in which there is a statue of the middle Buddha sitting cross -legged in a perfect lotus position with mudra (hand posture) Dharmachakra mudra (turning the dharma wheel). This monument is a model of the universe and was built as a shrine to glorify the Buddha as well as serving as a place of pilgrimage to guide mankind to move from the realm of worldly lust to enlightenment and wisdom according to Buddhist teachings. Pilgrims enter through the east side and begin the ritual at the base of the temple by walking around this sacred building clockwise, while continuing to ascend to the next step through the three levels of the realm in Buddhist cosmology. The three levels are Kāmadhātu (the realm of lust), Rupadhatu (the realm of materialism), and Arupadhatu (the realm of non -materialism).
