There are many sunken bridges on the Shimanto River. Sunken bridges do not have railings. They are designed to prevent the bridge from sinking underwater in the event of a major flood, to reduce water resistance, to prevent trees and other objects from getting caught on the railings and impairing the flow of water, and to prevent further flooding of the river. We walked along the river from upstream, but there were places where you could park and places where you couldn't, and in a few places we just looked out the car window.
