It seems that this is called Dolnang, and while it is currently impossible to move volcanic rocks arbitrarily, it seems that they secured them in advance. Hundreds of beautiful fountains and volcanic rocks decorate the garden, and it is a new attraction with a hilltop observatory overlooking the Seogwipo sea, beautiful scenery, and pretty buildings and cafes.
