The Belmont Hotel is next door, so this may be helpful for those who are considering staying at the Belmont Hotel. I was guided to the location by GRAB, so I don't know how to get there by jeepney or motorbike. The beach is about a 10-minute walk from the hotel. You can use it for 350 pesos (about 800 yen).
