Located on the 11th floor (rooftop) of Amu Plaza, this park is open to the public for free. You can take the elevator connected to Hakata Station to reach it. There's also a Kuro Bear train, a popular Fukuoka character, that you can ride for 200 yen per person per ride. If you go up the external stairs connected to the rooftop garden, you'll find a great observation deck for taking photos. From here, you can get a panoramic view of Hakata city, making it a highly recommended spot.
